
The Regional Law 9 October 2009, No 25 "Interventions for the system of regional film and audiovisual industry and the location of cinemas in the Veneto region", states that the Veneto Region recognizes the film and audiovisual industry system as a important instrument of social and economic growth and promotes its development and related activities.
More precisely, the Regional Law establishes the following objectives:
- promote initiatives to enhance growth and technical skills of film and audiovisual system operators of the region with emphasis on the development of new technologies;
- promote initiatives in the region to attract national and international film and audiovisual productions;
- promote and support the film and audiovisual production companies based in the Veneto, as a relevant factor to the economic improvment of cultural and environmental resources of the region.
For the pursuit of these objectives, Article. 19 provides for the establishment of a fund to support the film and audiovisual production as a means to exercise an effective action in the region of attraction of national and international film productions and to support the development of the film and audiovisual industry based in the Veneto.
Based on the provisions of paragraph 2 of Article. 19, the Regional Council, by order of March 15, 2010 n.708, approved the procedures for submitting questions and evaluation criteria for the disbursement of such regional fund, the forms and its call for the submission of applications.
As part of the intervention aimed at supporting the film and audiovisual production to be realized in the region, being the first application of the Fund, the Regional Council has considered, in particular, to give priority to support production for the realization of which is expected, in the professional roles of director, screenwriter and principal and secondary actors, the use of professionals residing in the Veneto region and to give also a priority value compared to the time spent in production in the region.
Noting the effectiveness of these criteria, in promoting the creation of works produced within the region, the Law tries to point out is the opportunity to identify modality of access to the fund to facilitate and encourage the presence in the Veneto area of film productions of particular importance and made of casts and crew of internationally recognized value.
It should be noted, in fact, that the recognized ability of film industry to promote the regional territory, both in terms of landscape and local excellence, stands as the basic element for the establishment of the Regional Fund.
It should not be overlooked the importance of the economic benefits on the territory resulting from the presence of major manufacturing companies engaged in production of a film. It is also evident that a film production with prestigious artistic casts ensures a larger diffusion of the Veneto region image.
